0011262: Myfreight Charge Account Validation
Updated the Myfreight EDI processing. If the charge code isn't a valid contact code, still create the consignment. Include extra detail in the email message that is sent, so that if there's an issue, the contents of the email can be used to verify the consignment created.

0011265: Fuel Levy handling
Added Global Fuel Levy (stored in ConNote prefs) to the price list snapshot. The fuel levy is captured every time the value is updated in prefs, or the price list is updated. The snapshot is used when a consignment is created, and those figures are kept with the consignment unless the price list is changed.
