Added support for the Theme Manager which is being implemented across the LD Modular system.  Note that the system is not yet complete, but in the near future it will be possible to select different themes/styles to suit user preferences.

0012127: Remove ability to book pickups for freezer/chiller freight
Fixed bug in the Customer Portal, where if a disabled rate is selected the additional services options will toggle selection instead of always setting to the first option. This can be best seen if you enter a Freezer/Chiller rate. Deselect/select one of the option so they do not match. Then press back and next. The selections will swap their current state.

0012137: Price List Updater with conditional updates
The Price List Updater now has the option to not update values that are zero dollars eg Don't update the consignment minimum if the current consignment minimum is zero dollars.  The Price List Updater now also updates rate-specific charges eg Rate-specific consignment minimum and rate-specific basic charges.  Fixed problem when importing Forklift Pickup and Forklift Delivery charges, where attempting to import these would generate an incorrect validation error.

0012144: Consignment prefix
It is now possible to specify a prefix for consignments created on the portal. This is set in File > Preferences > ConNote, Online tab.

0012153: GST in preferences can be changed when not in edit mode
Fixed problem where in File > Preferences, you can click on the GST dropdown while not in edit mode.
